When millions of people adopt environmentally conscious habits, such as reducing plastic consumption, using public transport, or conserving water, the cumulative impact can be substantial. In Saudi Arabia, for instance, the increasing adoption of water-saving devices in households has contributed to reducing domestic water waste, demonstrating that individual action can make a measurable difference.

On the other hand, there are compelling reasons why governments must take the lead. Environmental problems such as industrial pollution, deforestation, and carbon emissions are systemic issues that require policy-level interventions. Only governments have the authority to enforce regulations on factories, invest in renewable energy infrastructure, and negotiate international agreements. The UAE's commitment to the Paris Agreement and its investment in Masdar City illustrate how government-led initiatives can drive large-scale environmental progress that no individual effort could achieve alone.

In my opinion, the most effective approach combines both levels of responsibility. Governments should establish the legal and economic framework through environmental legislation and incentives, while individuals contribute by making sustainable choices within that framework. Without government leadership, individual efforts remain fragmented and insufficient to address the scale of the crisis.
